Who you are
You've made real moves and they've responded warmly enough to keep hope alive and never once initiated anything themselves. That asymmetry is the whole reading. Nice isn't a signal. Responsive isn't a signal. Initiating is a signal.
It's early, so this isn't over — some people genuinely are slow, busy, or coming out of something. But a person who is interested and just slow usually still does something eventually: a text with no reason, a plan they suggested, a question about your week.
Give it a defined window rather than an open-ended hope. Three or four more weeks. If nothing in that time comes from their side, you've got your answer without ever having to be rejected out loud.
The goal here is to stop paying attention to how they respond and start paying attention to what they start.
